The RCMP, after months of surveilence in cooperation with CSIS, arrested 17 people on charges of conspiracy to commit acts of terrorism. The linked story describes the investigation taken by police that lead to these arrests. Most of the suspects played minor roles; two were considered ring-leaders. They allegedly planned to simultaneously detonate three trucks filled with fertilizer-based explosives. Their targets were a military base, the CSIS building in Toronto, and the Toronto Stock Exchange.
